If you are tracking the quest you should have a yellow search area. This town is just north of Camp Maximus, your main camp in the region. Head to the town Feroza in Valle De Oro (Central Region). Alternatively, you can also head straight for the weapons shipment container that contains the dog amigo “Boom Boom”, without ever needing to accept the quest. See exact location below with the note circled in red. However, in some cases the purple Yaran Story icon doesn’t show up above the note. It’s pretty much in plain sight between Main Operations that bring you to this place. It’s next to where you talk to Bembe after Main Operation “ Balance the Books” and it should have a purple Yaran Story icon over it.
